MAPPA Floating Support
The MAPPA service provides floating support for clients who have a Multi-Agency Public Protection Arrangement (MAPPA) and require support to maintain their tenancy and independence, to address social exclusion and reduce re-offending.
MAPPA Floating Support Service Aims
The service aims to:
- Provide a floating support service for clients who have a problem sustaining or maintaining their tenure and require support to begin living independently.
- Address with clients issues in relation to their financial, health, substance use, work and social needs, with the aim of improving their quality of life and reducing the circumstances that lead to offending.
- Support clients to develop skills, access education, employment and training and other meaningful activities.
- Assist in accessing welfare benefits entitlements, including housing benefit.
MAPPA Floating Support Referral Criteria
The service is for:
- MAPPA clients living in any tenure with a need for housing-related support
- MAPPA clients residing in Enfield, Barnet, Haringey, Camden, Islington or Westminster
- Referrals are accepted from MAPPA Panel agencies.
- A comprehensive risk assessment is required in order to ensure that the project is able to meet the needs of clients and not exclude people unnecessarily.
MAPPA Floating Support Service Delivery
The service is delivered through:
- One to one support: In identified areas, delivered in the premises of the client, SHP, or other agencies. The hours each client receives per week will vary according to need.
- Crisis resolution: Quick interventions to alleviate urgent needs such as homelessness, multiple debt, benefits out of payment, etc.
- Individual needs assessment and support planning: Jointly with other agencies where appropriate.
- Early Intervention: Upon release from prison.
- Support for as long as is required: Anticipated average is 3-9 months, but reviewed on a case-by-case basis.
- First appointment: Arranged within five days of referral.

MAPPA Floating Support service is specifically aimed at improving the quality of life and opportunities available to MAPPA clients and reducing the circumstances that lead to offending.
In addition to housing support, the service supports clients to comply with criminal justice orders and licences, access/sustain substance treatment (statutory and voluntary) and resettlement support including:
- Housing advice, advocacy and referral, support to sustain accommodation
- Employment, training, education, advice and referral
- Access to services addressing literacy and numeracy
- Support to develop a wide range of living skills
- Emotional and mental health support and referral to appropriate agencies
- Support to access health care
- Welfare rights, income benefits, income maximisation, debt management, advice, practical support and advocacy
- Support in addressing issues arising from social and family relationships
- Referral to appropriate legal advice
- Mediation
